China tightens cross-border tech & investment transfers, effective July 1

China published 34-article rules tightening scrutiny of cross-border investment and bolstering countermeasures amid the US tech rivalry. From July 1, transferring restricted goods, technology, services or data abroad needs authorisation; indirect transfers via overseas-deployed staff or consultants are also curbed.

If you run a China JV or move tech, data or staff across the border, build in a licensing step before July 1 — these transfers are now gated.
